13. Qualifications:
All information allowed for in the UK Public Contract Services Regulations will be required for appraisal purposes including resources, efficiency, and reliability, experience and track record, skills and qualifications of individuals, management structure and qualifications, effective management and communications with sub consultants and quality standards.
Legal status:
- certificate of professional or commercial registration, declaration under oath or certificate imposed by the Member state in which the applicant is established;
- Confirmation that the provider has fulfilled its taxes and social security contributions.
Financial capacity:
- appropriate statements from banks or evidence of relevant professional risk indemnity insurance;
- the presentation of the service provider's balance sheets or extracts therefrom, where publication of the balance sheets is required under company law in the country in which the service provider is established;
- a statement of the undertaking's overall turnover and its turnover in respect of the services to which the contract relates for the previous three financial years.
Technical capacity:
- the service provider's educational and professional qualifications and/or those of the firms managerial staff and, in particular, those of the persons responsible for providing the services;
- a certified list of the principal services provided in the past three years including the value, dates and recipients, public or private, of the services provided;
- an indication of the technicians or technical bodies involved, whether or not belonging to the service provider, especially those responsible for quality control;
- a statement of the service provider's average annual manpower and the number of managerial staff for the last three years;
- a statement of the tool, plant or technical equipment available to the service provider for carrying out the services;
- a description of service provider's measures for ensuring quality and his study and research facilities;
- a check carried out by the contracting authority or on its behalf by a competent official body of the country in which the service provider is established, subject to that body's agreement, on the technical capacities of the service provider and, if necessary, on his study and research facilities and quality control measures;
- an indication of the proportion of the contract which the service provider may intend to sub-contract.
